目前国内许多学术期刊正在引进或试行三审制和双向匿名审稿制,这对提高刊物的质量有较大的好处,但在实施过程中也存在一些问题和困难,如审稿专家的选择,责任编辑的责任意识,责任编辑、审稿专家、刊物主编三者之间的协调问题,经费问题等。要更好地实施三审制和匿名审稿制,责任编辑必须具有较高的学术素养,熟悉学术界的动态(包括研究动态和学者的动态),具有较强的沟通能力、策划能力和拓展精神,而且还要有高尚的职业道德。

Now some academic periodicals are adopting the triditing system and anonymous paper reviewing system,which will improve the academic quality.However,there are some trouble in the implementing process such as how to select reviewer,how to increase responsibility awareness of executive editor,how to harmonize the relation of executive editor,reviewer and chief editor,and how to solve funds shortage.In order to implement the triditing system and anonymous paper reviewing system,the executive editor should satisfy the following conditions: fairly high academic accomplishment,knowing the inside story of academic circles,lofty vocation morality,and the great ability in promoting,planning and expanding.
