本文以黄河流域七大城市群为研究对象,通过构建城市群高质量发展及土地利用效率评价指标体系,运用耦合协调度模型测度两者在2003年、2008年、2013年和2018年的协调发展水平。研究结果表明,2003-2018年黄河流域城市群高质量发展与土地利用效率耦合协调度有上升趋势,其中东北部和中部城市群稳定发展,西南部城市群发展失衡,在空间上呈现"西南部失调—中部基本协调—东北部良好协调"的总体特征,城市群之间差异明显。据此,要围绕"创新、协调、绿色、开放、共享"五大发展理念,创新土地供给制度,建设数字化土地管理体系,协调七大城市群建立国土空间规划统筹机制,提升土地资源要素空间配置效率。同时,要充分发挥地区优势,促进黄河流域的可持续发展。

In this paper, seven urban agglomerations along the Yellow River Basin were taken as the research object. By constructing the evaluation index system of high-quality development and land use efficiency of urban agglomerations, coupling coordination degree model was used to measure their coordinated development levels in 2003, 2008, 2013 and 2018. The results show that the coupling coordination degree of high-quality development and land use efficiency of urban agglomerations in the Yellow River Basin has an upward trend from 2003 to 2018, in which the northeast and central urban agglomerations have a stable development, and the southwest urban agglomerations have an unbalanced development. On the whole,spatial features of "imbalance in the southwest-basic coordination in the middle-good coordination in the northeast" are presented, with obvious differences among urban agglomerations. Therefore, this paper puts forward the countermeasures to improve the coupling coordination degree of high-quality development and land use efficiency of urban agglomeration in the Yellow River Basin from the aspects of land system innovation and regional comparative advantage, focusing on the five development concepts of innovation, coordination, green, opening and sharing.
