第一次世界大战后,美国确立的欧洲经济战略是:极力使欧洲保持和平与稳定,以利于美国进行经济扩张。美国在1933—1940年实行的安抚、绥靖、绥靖与遏制并存的对德政策即服务于这一欧洲经济战略。1938年3月德国吞并奥地利之前,美国奉行安抚政策,企图通过修正《凡尔赛条约》对德国的不公正对待来消除德国的不满情绪,进而维护欧洲的和平与稳定;从1938年3月德国吞并奥地利到9月的慕尼黑危机,美国奉行绥靖政策,企图以牺牲奥地利和捷克斯洛伐克等小国的利益来换取欧洲和平的维持;慕尼黑会议之后,直到德国于1940年4月发动新的侵略战争之前,美国则实行绥靖与遏制并存政策,一方面继续表明自己可以接受以牺牲一些小国的利益来换取欧洲和平的维持,另一方面则试图阻止德国进一步的侵略扩张。
Abstract:After the First World War,America thought its europe economic strategy should be maintaining peace and stability in Europe,which would serve American economic expansion in Europe.Under the consideration,America's Germany policy during the period from 1933 to 1940 was carried out.
