服务型政府是在"以人为本"科学发展观指导下,以公民权利为本位的政府。在全体公民内部,弱势群体最需要政府提供必要的公共服务与维权法律援助。为社会弱势群体提供公共服务是服务型政府的基本职责。一些地区的党委与政府在对城市弱势群体的法律援助制度建设方面,积累了不少工作经验,值得总结,同时也需要进一步完善与创新依法维权援助制度。要坚持完善普法宣传制度,不断拓展民众依法维权渠道;坚持便民实效原则,创新依法维权援助制度;加强依法维权援助队伍建设。

Under the guidance of the scientific outlook on development,service-oriented government puts people first and looks citizen's right as its base. Among all citizens ,the vulnerable groups are most in need of essential public services and legal aid to protect their rights provided by government.It is the basic duty for the service-oriented government to provide public services for the vulnerable groups in society.Some local city party committees and governments have accumulated a lot of working experience,could be summed up,but also need to improve and innovate the legal aid system further to maintain citizen's rights by law system.
