在长达二十年的高等教育国际化进程中,芬兰取得了显著成效。面对本国学生和教学科研人员参与国际交流积极性的下降,劳动力数量削减的高峰期或将提前到来,芬兰高等教育在全球高等教育市场中的地位亟待提高,语言文化障碍限制国际学生与教学科研人员融入芬兰社会等挑战,芬兰在2009年启动新的高等教育国际化战略。新战略提出打造真正国际化的高等教育共同体、增强高等学校吸引力、加强高等教育与专业知识输出、促进多元文化社会发展、强化高等学校全球责任意识等五项目标。这表明芬兰不仅将高等教育国际化视作提高教育质量、提升科研水平的重要路径,更将其视作增强国家竞争力、促进社会革新的发展战略。

The internationalization of Finnish higher Education has been a remarkable achievement in the past two decades.The major challenges to internationalization include less interest of students and staff to international mobility,decreasing of labor,under-average position in global higher education market and culture-language barrier.In 2009,Finland launched a new strategy for internationalization of higher education with five primary aims,which are building a genuinely international higher education community,increasing the quality and attractiveness of higher education institutions,promoting the export of expertise,supporting a multicultural society and promoting global responsibility.It proves that internationalization of higher education in Finland is not only considered as a channel to increase quality of education and research,but also a strategy to promote national competiveness and social renewal.
