对于跨国"线性文化遗产"资源,除了专业性保护外,如何在国际法框架内对其进行有效的规范性保护同样至关重要。在立法方面,基于跨国"线性文化遗产"保护规范所具有协同性、系统性以及利益均衡性等特征,保护规范的设立首先应当确立"起源国主导""地区合作""可持续发展"等基本原则,并在此基础上尝试通过建立独立的权利主体,明确责权分配制度以及国家责任的承担等方式使相关国能够在统一的法律框架内开展保护工作,同时以此为契机,对我国相关法律制度进行完善。

For transnational"linear cultural heritage"resources,in addition to professional protection,how to be an effective regulatory protection within the framework of international law is also essential.At first,in terms of legislation,basing on transnational"linear Heritage"synergistic protection norms,systematic,balance of interests and other characteristics,establishing protection norms should establish the basic principles of"leading the country of origin","regional cooperation","sustainable development".On this basis,there is ways to establish an independent body,a clear allocation of responsibilities and rights with the state accountability system and make the relevant countries to carry out protection work within a unified legal framework.At the same time,we should create an opportunity for China to improve the relevant legal system.
