数字化时代,新质生产力正成为中国经济高质量发展的内生动力,而处理好政府与市场的关系则是培育这一动力的重要制度支撑。基于此,利用2017-2022年深沪A股上市公司数据,实证检验了亲清政商关系何以驱动企业新质生产力,以试图破解新质生产力的微观密码。研究发现,亲清政商关系显著促进了企业新质生产力,其通过改善企业ESG表现和推动战略变革两条路径实现。异质性分析表明,这一积极效应见诸受儒家文化影响深与数字金融水平高、技术密集型行业与非重污染行业、非政治关联与低机构投资者持股的样本中。进一步研究显示,“亲近”“清白”的政商关系均有利于提升企业新质生产力,且“亲近”型关系的相对影响更大。此外,研究还表明,地区长期积累的社会信任与政商关系之间存在替代效应,即在社会信任不足的地区,亲清政商关系可以作为一种互替机制来缓解社会信任对企业新质生产力的负面冲击。因此,要强化政商互动,优化亲近与清白双向互动的高效政商环境,优化ESG投资治理机制,推动企业绿色转型和可持续发展,因地制宜打造符合区域特色的政商互动模式。
Abstract:In the digital era, new-quality productivity has become an endogenous driving force for the high-quality development of China's economy, and handling the relationship between the government and the market well is an important institutional support for cultivating this driving force. Based on this, using the data of listed companies on the Shenzhen and Shanghai A-share markets from 2017 to 2022, this paper empirically tests how the cordial and clean government-business relationship drives enterprises' new-quality productivity, attempting to crack the micro-code of new-quality productivity. The study finds that the cordial and clean government-business relationship significantly promotes enterprises' new-quality productivity, which is achieved through two paths: improving enterprises' ESG performance and promoting strategic changes. Heterogeneity analysis shows that this positive effect is seen in samples with deep influence of Confucian culture and high level of digital finance, technology-intensive industries and non-heavy pollution industries, non-political connections and low institutional investor shareholdings. Further research shows that both the “cordial” and “clean” government-business relationships are conducive to improving enterprises' new-quality productivity, and the relative influence of the “cordial”-type relationship is greater. In addition, the study also shows that there is a substitution effect between the long-accumulated social trust in the region and the government-business relationship, that is, in regions with insufficient social trust, the cordial and clean government-business relationship can serve as an alternative mechanism to alleviate the negative impact of social trust on enterprises' new-quality productivity. Therefore, it is necessary to strengthen government-business interaction, optimize an efficient government-business environment with two-way interaction of closeness and cleanliness, optimize the ESG investment governance mechanism, promote the green transformation and sustainable development of enterprises, and create a government-business interaction model that conforms to regional characteristics according to local conditions.
