文旅产业发展质量对于促进服务消费、扩大国内需求具有重要作用。为客观评价黄河流域文旅产业发展质量，本文构建文旅产业发展质量绩效测度指标体系和标准化指数，以山东沿黄地区为例，分别从省域和市域两个层面对其2013—2023年文旅产业发展质量绩效的时空演变特征进行分析。研究结果发现，在省域层面，山东沿黄地区文旅产业整体发展质量绩效的综合指数实现了提升，但提升幅度较为有限；分项指数中旅游产业最高、文化产业其次，文化事业最低，文旅产业发展过程中存在“重建设、轻服务”的困局。在市域层面，文旅产业融合发展不理想，市域间差距较大且成长态势不够强劲。因此，要围绕生态治理、文化赋能、品牌提升和服务保障等方面，加强黄河流域生态保护修复，促进黄河流域文旅产业融合发展，强化黄河流域文旅产业特色品牌培育，加大黄河流域文旅产业政策服务保障力度。

The development quality of the cultural and tourism industry plays an important role in promoting service consumption and expanding domestic demand.To objectively evaluate the development quality of the cultural and tourism industry in the Yellow River basin,this artile constructs a performance measurement index system and standardized index for the development quality of the cultural and tourism industry,takes the Yellow River region in Shandong Province as an example,and analyzes the spatiotemporal evolution characteristics of the development quality performance of the cultural and tourism industry from the provincial and municipal levels from 2013 to 2023.The research results have found that at the provincial level,the comprehensive index of the overall development quality and performance of the cultural and tourism industry in the Yellow River region of Shandong has been improved,but the degree of improvement is relatively limited.The tourism industry has the highest sub index,followed by the cultural industry,and the cultural industry has the lowest sub index.There is a dilemma in the development process of the cultural and tourism industry of “emphasizing construction over service”.At the city level,the integration and development of cultural and tourism industries is not ideal,with significant differences between cities and weak growth trends.Therefore,it is necessary to strengthen the ecological protection and restoration of the Yellow River basin,promote the integrated development of the cultural and tourism industry in the Yellow River basin,enhance the cultivation of characteristic brands in the cultural and tourism industry in the Yellow River basin,and increase the policy service guarantee for the cultural and tourism industry in the Yellow River basin,focusing on ecological governance,cultural empowerment,brand enhancement,and service guarantee.
