伦理道德是中国传统乡村治理的核心要素。在现代化进程中，乡村伦理规范逐渐脱嵌于乡村治理实践，引发乡村公共性衰落与社会治理危机。单纯依靠技术化、行政化的治理手段难以解决乡村治理难题，亟须激活传统伦理资源，将其重新深度嵌入乡村治理结构中，重塑村庄公共性。本研究基于“嵌入”理论，构建了伦理与治理再嵌的三维分析框架，以“德孝治村”的实践为案例，探究孝文化重塑乡村公共性的内在机制。研究发现，制度再嵌通过“硬约束”与“软激励”相结合激励实现私域规范的公共化转型，并在规则执行中强化个体的伦理自觉。认知再嵌借助符号仪式推动伦理价值扩散，共识的形成又进一步深化个体伦理认知。关系再嵌经由集体活动将代际伦理扩展为社会互助，并通过邻里互动重塑伦理认同边界。在“制度、认知、关系”三维再嵌中形成了伦理价值与治理结构的互构体系，提升了村庄公共治理的效能。

Ethics is the core element of traditional Chinese rural governance. In the process of modernization, rural ethical values have been gradually disembedded in the practice of rural governance, leading to the decline of rural publicness and the crisis of social governance. It is difficult to solve the problems of rural governance by relying solely on technical and administrative means of governance, and there is an urgent need to activate the traditional ethical resources, re-embed them deeply into the structure of rural governance, and reshape the public nature of villages.Based on the theory of “embedding”, this study constructs a three-dimensional analytical framework for the re-embedding of ethics and governance, and takes the practice of “virtue and filial piety ruling the village” as a case study to explore the internal mechanism of filial piety culture in reshaping the public nature of villages. The study has found that institutional re-embedding realizes the public transformation of private though the combination of “hard consirains” and “soft incentives”,and strengthens individual ethical self-awareness in the implementation of rules. Cognitive re-embedding promotes the diffusion of ethical values through symbolic rituals, and the formation of consensus further deepens individual ethical cognition. Relational re-embedding extends intergenerational ethics into social mutual assistance through collective activities, and reshapes the boundaries of ethical identity through neighborhood interactions. The three-dimensional re-embedding of “institution, cognition and relationship” forms an inter-constructive system of ethical values and governance structure, and enhances the effectiveness of village public governance.
