在区域经济发展过程中,以促进区域协调发展为目标的区域政策起着不可或缺的作用。为解决区域经济发展产生的冲突,区域政策协调的主要内容是定位协调、利益协调和政策法规的协调。基于对区域经济协调发展内涵的认识,本文构建了实现区域协调发展的经济目标、环境目标和均衡目标的政策协调机制,并针对现阶段在法律法规建设、区域经济管理机构设置、区域的主体功能定位、地方政府政绩考核指标设计以及政策协调工具方面存在的问题,提出了完善区域协调发展法律体系、建立专门的区域开发和管理机构、明确不同区域的功能定位、实行多种形式的支持政策、建立规范的地方政绩考核体系的建议。

In the process of regional economic development,regional policy in order to promote the regional coordinated development is playing the indispensable role.To solve the conflict produced in regional economic development,the main content of the regional policy coordination is position coordination,interest coordination and the policy laws and regulations coordination.Based on the understanding of the connotation of region economy coordinated development,the paper constructs the policy coordination mechanism to realize the coordinated development of regional economic goals,environment goals and equilibrium goals.And directing on the present problems in the construction of laws and regulations,the regional economic governance institutions setting,the positioning of the main features of the region,the design of assessment indicators of the local government,and the tools of policy coordination,the paper provides some suggestion on improving the legal system of coordinated regional development,establishing the specialized regional development and management of institutions,defining function position of the different regions,carrying out the various forms of support policies,and establishing a standardized local performance evaluation system.
