智慧城市以新一代信息技术和智慧基础设施融合为基础，通过统筹资源要素保障，调动主体创新能力，营造良好创新氛围，对构建城市产业生态圈、驱动经济社会转型发展产生积极作用。本文基于2006-2020年207个地级市的面板数据，采用多时点双重差分模型，实证检验国家智慧城市试点政策对现代产业体系构建的影响。研究结果表明，智慧城市建设显著促进了现代产业体系构建，这一结论在经过一系列稳健性检验后仍然成立；智慧城市建设通过改善城市创新环境，助力构建现代产业体系，在具备一定产业发展基础和较大产业升级空间的中部地区，以及具有较高财政支持水平的城市中效果更为显著。因此，应持续完善智慧城市的建设理念和政策支持，发挥试点城市的先进示范效应，并进一步加快培育各类创新主体和高新技术产业，以释放智慧城市的创新效应。

Smart cities, based on the new generation of information technology and the integration of intelligent infrastructure, play a positive role in building urban industrial ecosystems and driving economic and social transformation and development by coordinating resource element guarantees, mobilizing the main body's innovation capacity and creating a good innovation atmosphere. Based on the panel data of 207 prefecture-level cities from 2006 to 2020, this paper empirically examines the impact of the national smart city pilot policy on the construction of the modern industrial system using a multi-period difference-in-differences model. The research results show that the construction of smart cities significantly promotes the construction of modern industrial system, and this conclusion is still valid after a series of robustness tests; The construction of smart cities helps the construction of modern industrial system by improving the urban innovation environment; The construction of smart cities has a more significant role in promoting the construction of modern industrial systems in the central region with a certain industrial development foundation and a larger space for industrial upgrading, as well as in the cities with a higher level of financial support. Therefore, it is necessary to continuously improve the construction concept and policy support of smart cities, leverage the advanced demonstration effect of pilot cities, and further accelerate the cultivation of various innovative entities and high-tech industries, in order to unleash the innovative effects of smart cities.
