The organization building of the proletariat Party is the main contents of building the ruling party.In Lenin's "Political Testament", not only he put forward the idea of strengthening the Party's collective leadership by absorbing workers in the Central Council, but he commented on the strength and weakness of the main leading person in the Party. At last , he reformed and perfected the central supervise institution in order to monitor the leader as well as lead institution.
