从空间关系看,中国基层社会城乡不分的一元治理格局持续几千年未发生根本改变,并呈现出超常的稳定性。直到新中国成立后,基层治理格局才转向城乡分治的二元治理。改革开放以来,城乡基层治理体制发生了革命性改革,但城乡分治的二元治理格局得以延续。进入新时代以来,基于经济社会的结构性变迁,党和国家正在积极推动基层治理格局的转换和重构,初步显现了“一体三类多态”新格局雏形。中国基层治理格局变迁由经济社会的结构性变迁所决定,并受国家政策调整的重要影响。历史地看,这既是一个自然过程,又是人为建构的产物。基层治理格局建构是一项艰难复杂的创新工程,需要充分发挥政府的能动性。

From the perspective of spatial relations,the unified governance pattern of urban-rural inequality in China's grassroots society has remained unchanged for thousands of years in history,showing extraordinary stability.It was not until the establishment of the People's Republic of China that the grassroots governance pattern shifted from the unified governance of urban and rural areas to the dual governance of urban and rural areas.Since the reform,the grassroots governance system in urban and rural areas has undergone revolutionary reforms,but the dual governance pattern of urban-rural division has been continued.Since entering the new era,based on the structural changes in the economy and society,the Party and the state are actively promoting the transformation and reconstruction of the grassroots governance pattern,and have initially shown the embryonic form of a new pattern of “one body,three types,and polymorphism” .The changes in China's grassroots governance structure are determined by the structural changes in the economy and society,and are significantly influenced by the adjustment of national policies.It is both a natural historical process and a product of human construction.The construction of grassroots governance structure is a difficult and complex innovative project that requires fully leveraging the government's initiative.
