美国校园欺凌的防治策略及借鉴Prevention Strategies and Reference of American School Bullying

摘要(Abstract)：
美国的校园欺凌立法较早,具有相当完备的校园欺凌规制体系,在校园欺凌防治上取得过许多成功经验。在校园欺凌的应对上,采取零容忍政策,设立校园警察,注重疏导干预,严惩欺凌者及其同伙。在校园欺凌的预防上,建立校园欺凌官方网站,设置反欺凌课程,制定校园安全计划,评估校园欺凌状况,营造校园安全氛围,加强学生课堂合作,以提高学生反欺凌意识和自我保护能力。我国可借鉴其有益经验,加快校园欺凌专项立法进程,完善校园欺凌规制,强化学校防范责任,教育与惩戒相结合,多方联动有效沟通,正向转变旁观者,保护受欺凌者人格尊严。
