代议民主下的政党回应:价值厘定、主要议题与研究前景Party Response under Representative Democracy: Value Determination, Main Issues and Research Rrospects

摘要(Abstract):
政党回应是政党政治的一个重要内容,也是代议民主的内在要求和实现机制。它的核心是政党政策符合公众意见的程度,其主要议题涉及为何回应、何谓回应、如何回应及以及是否回应等问题。这些议题不仅揭示了政党回应的方式,即政党的竞选纲领或政策,而且也引发了对政党类型与政党回应影响因素的考察。学者们不仅区分了主流政党与利基政党的不同回应特点,而且揭示了经济全球化、选举制度和层次、政策或议题的显著性和重要性、媒体、选民群体等影响因素在政党回应过程中的作用。政党回应研究有利于探究政党的行为逻辑,衡量政党在推进民主与治理方面的效能,为竞争体制与非竞争体制国家的政党治理提供一个比较的维度,进而有助于加深对不同政治体制的认识和理解。
